ABOUT US

Red Planning is led by Jody Jeffrey who is a Chartered Town Planner and has worked for the local authority in Cornwall as well as a national housebuilder in Exeter.

We have experience of the whole development process from the first stages of feasibility and planning through to construction.

Our experience includes working across the South-West for local authorities, private consultancy and client-side for a national PLC housebuilder.

The type of projects we have been involved with are the promotion of land for development, project managing large scale mixed use planning applications, community consultation and engagement, planning appeals and land acquisitions.
Within the public sector we have experience of dealing with major planning applications and preparation of planning policy and guidance.

We have an extensive network of contacts across different sectors of the industry who can be called upon for help as and when needed.

These include surveyors, solicitors, barristers, land agents, transport consultants, engineers, ecologists, designers and architects.

COMMERCIAL CLIENTS

Submission of Planning Applications
We can prepare all kinds of planning applications including outline, detailed and hybrid. Many of the documents needed for a planning application can be produced by us or we can help recommend other consultants that we work with.
Design
We work with select architects and designers who can produce the necessary plans for your project.
Site Appraisals
A site appraisal will evaluate the constraints and opportunities of your land and consider various options for you to make an informed choice on how to progress. We can produce site appraisals quickly and at a competitive cost.
Planning Statements
If you are considering options or need advice on your project we can advise you, making use of our considerable experience of planning and constructing major residential and commercial projects.
Design & Access Statements
Design and Access Statements are often a mandatory requirement for planning applications and we can produce these to promote the positive aspects of your proposal.

Pre-application submissions
Most local authorities offer a pre-application service where you can submit basic details of a proposal and have a planning officer’s informal opinion. These are often the first step toward seeking a planning permission and can be a more cost effective option than going straight to a planning application.
Planning Advice Note
We will consider your preferred development proposal/s and provide an assessment of the planning prospects. We can advise on validation requirements, key planning issues and timescales.
Affordable Housing advice
Affordable Housing is typically sought on most residential applications these days. We can explain the process of how it works and the most appropriate way for your application to deal with it. There are some applications that do not need to make any contribution or instead of providing homes can make a payment in lieu.
Community engagement and consultation
Community consultation has become an important part of the planning process and we can undertake the appropriate type of engagement for you and prepare a Statement of Community Involvement that is submitted with your application.
Development plan representations
If you have land that you wish to promote for development we can make the necessary representations to the local authority and ensure that your site is given the best possible chance of being allocated. We can produce planning statements as well as promotional documents and brochures to sell your site to the local authority planners.
Planning appeals
Should a planning appeal be necessary we can produce the necessary documents and lead the process for you including attendance at hearings and inquiries.
CIL and S106 advice
Many applications require the agreement of a section 106 agreement that obligates the landowner to make certain payments toward public benefits such as Education, Highways, Open Space. We can negotiate these requirements on your behalf with the local authority. The Community Infrastructure Levy has replaced the need for many s106 contributions and is a tax on the amount of new floor space your application has. CIL requires the submission of specific forms at certain milestones through out the planning and development stages and we can ensure the appropriate forms are submitted at the correct time.

PROJECTS

BODMIN
170 DWELLINGS

Client: Bunnyhomes Ltd
The site is located to the north of the town and is a strategic mixed-use allocation in the adopted Cornwall Council Strategic Allocations DPD. The site will deliver a mix of traditional family houses, apartments and publicly accessible open space. On behalf of our housebuilder client the planning strategy involves engagement with the local planning authority, community and other stakeholders. Red Planning are preparing a detailed planning submission for c170 new homes as well as EIA screening application.




West Carclaze Garden Village
169 dwellings plus Condition Discharge

Client: EcoBos
Red Planning are working for EcoBos on the new Garden Village at West Carclaze near St Austell. We have submitted a reserved matters application for the first build phase of this exciting project. The Garden Village covers some 530 acres and will deliver 1500 new homes, a primary school, local centre with community hall, doctors, dentists, shops and other employment units. The Garden Village will also deliver 350 acres of open space featuring miles of new paths and trails, lakes and wildlife habitats, and sport and recreation facilities. Land Feasibility and Planning Advice

Client: Treveth Holdings LLP
Treveth are the new development arm of Cornwall Council who will play a key role in the Council’s ambitions to develop their own new homes. At this crucial early stage Treveth have instructed Red Planning to carry out land assessments and feasibility reports to identify development opportunities. Our role requires us to respond to land opportunities, identify new sites, carry out constraints checks, planning appraisals and viability assessments. We anticipate taking sites through planning in due course.

Development Consultancy
Client: Cornwall Council
We were engaged by Cornwall Council to identify and secure a range of development opportunities to deliver new homes for the Council’s Housing Development Programme. Our work resulted in a number of acquisitions for both development sites and turnkey properties. Our role also required us to provide planning advice and engage with councillors and the senior leadership team.

West Carclaze Garden Village –
Sky Academy Primary School
Client: Ace Academy/Department for Education/Caledonian Construction
Red Planning are delighted to be working as planning consultant for the primary school project at the West Carclaze Garden Village. The Sky Academy will be a 210 place mixed, non faith school with potential to expand to 2 form entry. The school will be at the heart of this exciting new community. The ambition is for the school to be zero-carbon with outdoor learning at its heart and direct links to the Eden Project and Eden Project Nursery.

Fraddon
5 dwellings

Client: St Austell Brewery
Red Planning successfully challenged the Neighbourhood Plan and achieved a revision to include our client’s land within the settlement boundary. The application was opposed by local residents but following a site meeting with the local member and resdients a revised layout was agreed. The application had no objections and was supported by the local member and parish council. It was approved by Cornwall Council.




Pendeen
Single Dwelling

Client: St Austell Brewery
Whilst this project was small scale it faced a number of challenges. The application site was on the edge of Pendeen within the World Heritage Site and close to the Conservation Area. The application was initially resisted by the planning officer, parish council and World Heritage Site officer. Changes to the design and materials were requested by the planning officer and the town council and these were accepted by our client. The revised plans gained support from the town council and the planning officer and permission was granted.




Portloe
Single Dwelling

Client: St Austell Brewery
We are currently working on another challenging project for St Austell Brewery in the village of Portloe. The site is within the settlement boundary of the adopted Neighbourhood Plan. We have engaged with the local parish council who were receptive to the proposal and we are now drawing up a detailed design.




Torpoint
2 Dwellings

Client: St Austell Brewery
Another project for St Austell Brewery which is located in Torpoint. The proposal makes more efficient use of brownfield land within the town boundary. We are currently preparing a planning application for a pair of semi-detached dwellings.
